Let me start by saying: I have no issue with Google’s publisher policy.
I might not agree with every policy, but my concern is how Google determines compliancy after the publisher has resolved it.
We have removed the offending page but Google continues to report it as a violation.
My guess is Google is handling the review dynamically, ie it sends a bot to a page that is non-compliant and makes a decision based on what it finds (dynamically).
What the process does not take into account is modern 404 dynamic redirection that displays a message when pages are removed.
In other words: the offending page has been removed but it is not recognised by Google.
Step by Step
- Google advises page violation
- Publisher removes page
- Publisher requests review
- Google bot determines page is still active, therefore still in violation
